Tamagna to Head Planning for County?

Legislator Vincent Tamagna, the Republican who represents Philipstown, is under consideration for a top planning post in the administration of County Executive MaryEllen Odell.

“If the county executive asked me, it would be a privilege for me to be there,” Tamagna said, adding that he would recuse himself from any votes regarding the matter or regarding the planning office while still a legislator.

Odell in recent weeks proposed combining the county’s planning and highways departments as part of a consolidation of staff. Some lawmakers expressed considerable opposition to the plan, though, and Odell is refining it further. She also is in the midst of a study of county office space and where it can be consolidated, with excess sold off, again part of a broad move to make county government more efficient.

Tamagna will not be able to run for another term on the Legislature regardless. His potential departure from lawmakers’ ranks has prompted considerable other speculation. Former Philipstown Councilwoman Barbara Scuccimarra, also a Republican, has been shadowing Tamagna during most legislative meetings in Carmel, in anticipation of potentially being tapped for the seat if he does step down.

Meanwhile, speculation has also increased on the Democratic side. Philipstown, at least in recent years, is solidly Democratic, though Tamagna clearly navigated running in the town as a Republican. Two names heard for the seat in recent weeks are Richard Shea, just reelected as Philipstown supervisor, and Seth Gallagher, currently Cold Spring mayor. Both are Democrats.

Shea could not be reached for comment.

Gallagher did not absolutely reject the idea, but said he had no plans to run for the Legislature.

“I kind of like being the mayor,” Gallagher said Tuesday. “I think it’s a better fit for me.”
